The Water Number That's Hard to Ignore
The concern showing up most consistently isn't land use in the abstract, it's water. Direct water use tied to data centers in the greater Phoenix area is projected to jump from roughly 385 million gallons to 3.7 billion gallons annually within six years, according to reporting on the state's water budget, nearly a tenfold increase in a state where that resource is already under active regulatory scrutiny. That's not a small shift in a state where groundwater management is already an active, evolving issue, and it's part of why this topic and water regulation keep showing up in the same conversation. The county's chair framed it plainly: "we are thinking ahead," ahead of an application the county doesn't expect until 2028. Arizona isn't unique here, it's one data point in a national pattern. Maine's legislature has considered an 18-month moratorium on data center projects over 20 megawatts, which would be the first statewide freeze of its kind if it passes. Montana has seen a proposed four-year moratorium. In Wyoming, a landowner coalition that's been organized since 2015 has shifted its focus to monitoring data center proposals directly. The specifics vary by state, but the underlying tension is the same everywhere it shows up: fast-moving, capital-heavy projects meeting communities that want more say before infrastructure decisions are locked in.
What This Doesn't Mean for Every Parcel
It's worth being direct about the limits here: this is not a claim that data center development raises the value of rural Arizona land generally, and it's not a reason to expect an unsolicited offer on any specific parcel. Developers are targeting large, contiguous sites with existing or nearby power infrastructure and water access, a fairly narrow set of characteristics that describes very little of the raw land bought for personal use, recreation, or long-term holding.
